Diamond Open Access (DOA) is een model voor wetenschappelijke communicatie dat onmiddellijke toegang tot wetenschappelijke werken zonder embargo's garandeert, terwijl auteursrechten behouden blijven en auteurs of lezers niets in rekening wordt gebracht. In die zin is het een model dat gemeenschapsgestuurd is en vaak geassocieerd wordt met academisch geleide en non-profit uitgeversinitiatieven, zoals universitaire persen en door wetenschappers geleide uitgeverijen. DOA bevordert diversiteit in het publiceren, stelt onderzoekers met beperkte middelen in staat om bij te dragen aan Open Access en behandelt onderwerpen en talen die vaak over het hoofd worden gezien door commerciële uitgevers. Daarmee sluit DOA aan bij de principes van bibliodiversiteit, het promoten van meertaligheid en het bevorderen van een evenwichtigere omgeving voor wetenschappelijke communicatie. Door de controle over het publicatieproces terug te geven aan onderzoekers, geven DOA-modellen prioriteit aan maatschappelijke impact en dragen ze bij aan een meer rechtvaardige verspreiding van kennis. Er vinden veel internationale inspanningen plaats rond DOA en de duurzaamheid van het uitgeverslandschap, met bijzondere aandacht voor Latijns-Amerikaanse voorbeelden van succes in het consolideren van DOA in het ecosysteem van wetenschappelijke communicatie, maar ook voor de DIAMAS, CRAFT-OA en PALOMERA-projecten, met een focus op de Europese onderzoeksruimte.
De Nederlandse betrokkenheid bij DOA resulteerde in de lancering van het project "Enhancing Diamond Open Access in the Netherlands" op 1 februari, om DOA te stimuleren en non-profit wetenschappelijk en bibliotheekgestuurd publiceren te versterken. Dit initiatief bouwt voort op het rapport "Versterking ondersteuning van diamond open access in Nederland", gepubliceerd door de Nederlandse Universiteiten (UNL). In het rapport werden maatregelen voorgesteld voor de duurzaamheid en structurele ondersteuning van tijdschriften, boeken en infrastructuren die overgaan op DOA. Daarnaast is het ook een van de doelen uit het Ambitiedocument Nationaal Plan Open Science 2030, waarin de noodzaak van investeringen in open infrastructuur wordt benadrukt, om bij te dragen aan een meer inclusief, duurzaam en door wetenschappers geleid wetenschappelijk communicatie ecosysteem. In die zin sluit het aan bij het streven naar meer verantwoord publiceren, zoals vermeld in een voorstel van cOAlition S.
Met dit project, een samenwerking tussen UKB en UNL en geleid door de Erasmus University Rotterdam, wordt beoogd de voorwaarden te scheppen om DOA te versterken door middel van een geïntegreerde en collectieve aanpak. Om dit te bereiken stelt het plan de volgende stappen voor:

Diamond Open Access (DOA) is a scholarly communication model that ensures immediate access to scholarly works without embargoes while preserving author copyrights and not charging either authors or readers. In this sense, it is a model that is community-driven and often associated with academic-led and not-for-profit publishing initiatives, like university presses and scholar-led publishing houses. DOA fosters diversity in publishing, enabling researchers with limited resources to contribute to Open Access and covering topics and languages often overlooked by commercial publishers. Saying this, DOA aligns with the principles of bibliodiversity, promoting multilingualism and fostering a more balanced scholarly communication environment. By returning control of the publishing process to researchers, DOA models prioritize societal impact and contribute to a more equitable dissemination of knowledge. A lot of international efforts are taking place around DOA and the sustainability of the publishing landscape, with particular highlight to the Latin America case of success in consolidating DOA in the scholarly communication ecosystem, but also to the DIAMAS, CRAFT-OA and PALOMERA projects, with a focus in the European Research Area.
The Netherlands commitment with DOA resulted in the launching of the project “Enhancing Diamond Open Access in the Netherlands” on February 1st, to encourage DOA and strengthen non-profit scholarly- and library-led publishing. This initiative builds upon the report "Versterking ondersteuning van diamond open access in Nederland", published by the Universities of the Netherlands (UNL). The report proposed measures for ensuring the sustainability and structural support of journals, books, and infrastructures transitioning to DOA. Additionally, it is also one of the goals outlined in the Ambition Document National Plan Open Science 2030, emphasizing the need for investments in open infrastructure, contributing to a more inclusive, sustainable, and scholar-led scholarly communication ecosystem. In this sense, it aligns with the commitment to a more responsible publishing, as stated in a proposal by cOAlition S.
With this project, a collaboration between UKB and UNL, and lead by Erasmus University Rotterdam, it is aimed to create the conditions to strengthening DOA through an integrated and collective approach. To achieve this, the plan proposes the following steps:
